Her expertise encompasses strategic programs, advanced technology solutions and best practices in identity management, enterprise solutions, program management and the integration of secure IT solutions into complex business environments. Ms. Hannon’s Federal clients have included the Department of Justice, General Services Administration and the Department of Treasury. Her commercial clients have included Capital One and Marriott International.
Joe Felber, MS
Vice President, Business Operations
As Vice President at eMentum, Joe’s primary responsibility is to develop and grow new business accounts in addition to increasing eMentum’s brand awareness and productizing eMentum’s service offerings. Joe is responsible for developing and managing eMentum’s strategic partnerships to expand the company’s market penetration and broaden technical service offerings. Prior to joining eMentum, Joe served in various senior executive roles at IntelliDyne such as Partnership Executive, Corporate Operations VP as well as the Department of Justice Business Unit Client Executive. Joe holds a B.S. in Engineering from West Point and an M.S. degree in Telecommunications from GMU. Joe is a United States Army veteran, serving as Platoon Leader in Kuwait during Operation Desert Storm, where he received the Bronze Star Medal for Meritorious Service.
Elizabeth Cox, MBA, ITIL

Beth Cox is a seasoned IT professional with over 20 years of experience specializing in enterprise and solution architecture, IT governance, software development, and solution delivery and integration. Ms. Cox has worked across multiple lines of business, including military logistics, real property, law enforcement, energy and utilities, Federal financial management, Federal contract management, international trade, and gambling/entertainment. Her Federal clients have included the Office of the Secretary of Defense, the US Navy, the Department of Justice, the Defense Logistics Agency, HUD, the US Mint, and USDA. She has also worked internationally, as Deputy CIO for the NZ Racing Board and as a Senior Solution Architect for Contact Energy.
Cathy is a goal-oriented executive who brings over twenty-five years of corporate and executive experience to the eMentum Team. She has served as a Corporate Manager of a Fortune 500 company, in executive level and program management positions, and has been the President and CEO of a successful consulting firm. She has extensive experience in enterprise collaboration and cloud based computing services, Program, Project and IT management, enterprise architecture, modeling and simulation, continuous process improvement, Lean Six Sigma, identity management, identity intelligence, and supply chain and operations management. She has provided business process re-engineering consulting services for commercial and governmental clients. Her Federal clients include the Departments of Defense, Homeland Security, Justice, and the US House of Representatives.
Dawn Levy is a senior-level management consultant and electrical engineer with core expertise including enterprise business architecture and transformation, network engineering and program management.
